CML was founded in 2008 under the active support of Tata Social Welfare Trust (TSWT) an allied of Sir Dorabji Tata Trust, Mumbai to fill up the long felt gap of providing a platform resource and capacity building organization to cater to the evolving needs of the budding social sector of the Northeast region. In line with the hopes and aspirations of a diverse group of stakeholders CML since its inception has endeavored in a professional manner to establish the Centre as a premier umbrella organization for capacity building, research, policy advocacy and collaborative interventions. CML presently functions in a project mode under Grameen Sahara, a lead non-governmental organization of Assam. As per plans by the end of the year 2010-11 CML will transform into a more permanent organizational mode with an independent legal entity.
